The whole terrorism question, coming out of Afghanistan, has stayed pretty central for neighboring countries as soon as foreign forces left and the Taliban government returned. States that sit right by Afghanistan, especially Pakistan, keep saying they worry about militant organizations that seem to operate from Afghan land. Even when Kabul has tried to challenge those claims, new international remarks suggest more people are starting to agree that terrorist threats are still persisting inside Afghanistan. Russia’s latest comments at a United Nations Security Council briefing feel like another notable step in that same security conversation.

In the UNSC exchange about Afghanistan, Russian Deputy Permanent Representative Anna Evstigneeva brought up frictions between Afghanistan and Pakistan, then she made the link straight to terrorist actions attributed to Tehrik-e-Taliban Pakistan (TTP). She also pointed to ISIS-Khorasan remaining present, as a steady and stubborn security problem within Afghanistan. These points matter, because they mirror wider worries raised by a major international actor and they also strengthen the idea that militant groups keep finding ways to use Afghan territory for their operations, again and again.

For years, Pakistan has been insisting that cross-border terrorism, that comes from Afghan territory, is creating serious threats to its national security and the whole regional stability thing. Islamabad has basically kept repeating that TTP militants have managed to get enough operational space inside Afghanistan, so they can carry out attacks and run their activities against Pakistan.
