But in recent years, parish councils have also become known as being hotbeds for village squabbles and unruly behaviour.
Dozens of parish councillors in parts of Norfolk have faced accusations of wrongdoing that include intimidating and threatening behaviour, racism and theft - but just one incident has led to an investigation.

A North Norfolk District Council report has revealed the number of times members of the public and fellow councillors have complained about the actions of councillors within this district.
In total, there have been 33 grievances lodged in a 12-month period but the vast majority led to no action being taken.
The parish council that received the most complaints was Langham Parish Council. However, these were all for the same reason of councillors failing to correctly submit a Declaration of Interest form.
