Many nations around the world have always required immigrants to prove that they were able to be financially self-supporting before being allowed to migrate. The reason, of course, was that the nation did not want an invasion of people who would become a financial burden on the nation’s citizen taxpayers. This approach to immigration is a perfectly reasonable way to control the kind of people who wish to adopt a new county. The United States of America, historically, was not one of those nations.

The United States of America, heretofore, did not use that approach to immigration because the very foundation of America was based on immigration of people from all over Europe. For the first 100 years of America’s existence there were no limitations, whatsoever, on immigration into the United States. Until 1882, all immigration was legal immigration. In 1882, the first limitations were put into place to limit Chinese immigration. Then in 1924, limits for certain other countries were put into place.
